Second Quarter ECR, March Deliverables and a CIP reminder (sent February 27, 2026)

2025–26 Workforce Innovation and Opportunity Act (WIOA), Title II: Adult Education Family Literacy Act (AEFLA)

Dear Adult Education Administrators:

Thank you for your continued dedication to adult learners. As we move through the third quarter and into spring break season, we want to make sure you have everything you need to meet upcoming deadlines with confidence. This communication includes the following topics:

  • Second Quarter Expenditure Claim
  • Payments
  • Deliverables Due March 31, 2026
  • FY 2025–26 Course Approval System Closing Soon

Second Quarter Expenditure Claim

Second Quarter Expenditure Claim Report is due to the California Department of Education (CDE) by Friday, February 27, 2026.

If you have not already submitted your first quarter claim and received approval from the CDE, you must complete this item before you receive access to the second claim module.

Payments

The Adult Education Office (AEO) is working as fast as possible to approve fiscal deliverables and submit payment requests to our accounting office despite the large volume of submittals recently received. Once a payment request has been sent to the State Controller, the AEO will post payment details to the reporting site. Agencies are reminded to check for payment updates on the Award and Claim Payments module.

Deliverables Due March 31, 2026

The following deliverables are due March 31, 2026:

  • WIOA, Title II: AEFLA Program Implementation Survey
  • Integrated English Literacy and Civics Education (IELCE) Report and Plan

FY 2025–26 Course Approval System Closing Soon

Course Approvals were due June 15, 2025, and agencies may submit updates if needed through March 31, 2026. This date is approaching fast, and the module will be closing very soon. If your agency has amended course offerings during this past year, you must submit the updated course list to the CDE for re-approval through the Course Approval System.

Updated requests should be completed as soon as possible to ensure the approval is processed by the CDE prior to the module closing date. Agencies planning to request re-approval should notify their AEO Regional Consultant by email. While we recognize that most agencies will not have updates, this also serves as a reminder that it is time to prepare for next year.

The Course Approval System for FY 2026–27 is scheduled to open in early April and will be due in mid-June.

Continuous Improvement Plan (CIP)

CIP information, including the recorded webinar, supporting resources, the CIP Plan Guide (Word Document) and the CIP portal can be accessed from the CIP web page within the reporting site. If your team has not already reviewed the webinars and accessed the module on the reporting site, we encourage you to do so now.

Extra support with subject matter experts is available if you feel your agency would benefit. You may sign up for virtual Office Hours using the link found on the Professional Development Calendar. The CIP is due no later than Thursday, April 30, 2026.

Agencies must submit their CIP on time, and an approved CIP is required to receive funding in the next program year.
